Which proposal should the Rose Caucus implement as a method of democratic reform?

When the Rose Caucus was founded, it was built around a core team of organizers with the mandate to make decisions on behalf of the membership to further the goals of the caucus until such a time that governance could be shifted to a democratic structure.

The following proposals have been developed by the Internal Organizing Group alongside the Interim Federal Council and the membership at large. While not guaranteed to be comprehensive, the selected framework will guide the transparent and member-led transition away from interim governance. Any details or objections you have with either system can be workshopped during the first meetings of the selected governing body, but if you cannot in good conscience support either structure, please select Option 3.

Option 1: Empowered Council Proposal

  • An elected council is the main decision-making body
  • The council meets once a month
    • Any member of the caucus can join and listen in to the meetings of the council
    • Meetings intended to keep membership engaged/informed, and to hold the council accountable
  • Regional/equity representation options:
    • Councilmembers each have a portfolio, and are elected by the membership as a whole with equity + regional requirements
    • Councilmembers are elected by the membership to represent different regions/equity groups, and the council as a whole will appoint people to the various portfolios of the caucus
  • 1 year term for council-members with a 6 month leadership review
  • Local branches of 3-15 people which meet once a month in order to report on local issues in their area & the NDP
    • Local branches will split if they become too large
    • Members of local branches expected to attend to monthly meetings
    • Local branches will report on local issues to the council

Option 2: Empowered Membership Proposal

  • Monthly general assemblies of the membership as the main decision-making body
    • Rotating chair selected from the steering committee, with chairs not allowed to run meetings consecutively
    • Members can submit agenda items ahead of time, the steering committee will combine similar agenda items, and the general assembly will vote on the order of agenda items
    • Members can call for an emergency general assembly
    • Will have the power to appoint and withdraw people from the steering committee
  • A steering committee elected by the general assembly will meet weekly in between general assembly meetings
    • Role of the steering committee is to
      • Implement the democratic will of the general assemblies
      • Make short term/administrative decisions between general assembly meetings
      • Reach out to and appoint/retract officers to manage specific domains of the Rose Caucus
    • Chair will be rotated, & agenda will be set democratically as decided by the steering committee
  • Officers appointed by the steering committee will manage specific domains within the Rose Caucus (e.g. Social Media Officers, Discord Moderation Officers, Education Officers)
  • Local branches of 3-15 people which meet once a month in order to report on local issues in their area & the NDP
    • Local branches will split if they become too large
    • Members of local branches expected to attend to monthly meetings
    • Local branches will report on local issues to the steering committee
